Oh just one other thing, you don't happen to have Internet Download Manager by any chance do you? Because that's what was causing it when i had this issue.

sometimes that screen comes up for me but after 30 secs the MOTD pic comes up fine....

For you it's just taking the time for it to load, doesn't effect your game.

The specs shouldn't matter if he's been able to play fine before =/

coulda fried his graphix card, or modem, causing it to run slower, DM server has alot less trafic then main server. could just be something as simple as a cheeto in the computer, too much dust, or it could be some new hardware/software installed maybe try turning off un-nessicary start up programs, and ones in that little bar in the bottom left corner
